ABUSE OF THE COMPETITIVE HORSE

This page is about the sanctioned abuse of the horse by the various governing Associations.
The abuse occurs simply because the Associations refuse to mandate that their licensed judges and ring
stewards enforce all the rules and regulations.  Especially the specific ones regarding abuse of the horse.

Abuse of the horse has a legal definition:

2004 Washington State Supreme Court held in 118 Wn. App. 730, State v. Zawistowski, that Webster's Third New International Dictionary 1621 (1969) definition of "pain" as "a state of physical or mental lack of well-being or physical or mental uneasiness that ranges from mild discomfort or dull distress to acute often unbearable agony."

Let me be very clear in this matter, failing to enforce the rules as written, does, as a material fact of law, sanction the infliction of pain and discomfort upon the competitve horse.   Such failure to enforce the rules also is a sanctioned endorsement of schooling methods that inflict pain and discomfort upon the competitive horse.  Despite the statements of judges, stewards, and veterinarians who are associated with the various recognized competitions by the organizations, there are ways to produce the physical evidence sufficient for a court of law, that certain groups of competitive horses are in pain and discomfort.

Mr. Asmyr;
I would gather from your response that you are saying FEI only accepts proposed rule changes from NGB's.  Is this a truthful assumption?
It would appear by your response that FEI takes no actions to change rules without submission 'by' an NGB, but that would be not true because it was the rolkur issue as an international public uproar on the Internet that made FEI take action.
FEI has the fiducary responsibility to inform the NGB's of submissions of proposed rule changes no matter from whom they are received, especially when the proposed rule changes are for the benefit of the health and welfare of the horses.
FEI should be the leading federation in the the defense of the horses, yet in reality FEI always is dragging its feet rather than stepping up and leading. 
FEI now has before it proposed rule changes that directly affect the health and welfare of the horse by clarifing and stipulating.  Said proposed rule changes come from me and not USEF simply because I do not believe USEF would ever submit such proposed rule changes.
Therefore, I hereby ask that FEI submit said proposed rule changes to the Member NGB's.   And I ask that FEI be responsible to see that said proposed rule changes are known to the competitors throughout the world.

The FEI consult our members, the National Federations, before deciding for Rules Changes, and there has been no initiative or proposal to change the Rules in the direction you are suggesting.

In reading the response from Trond Asmyr, one might be able to assume that no action will be
taken to implement suggested rule changes because the proposed rule changes 'did not'
come from a National Federation 
FEI refuses to take responsibility for the health and welfare of the horses.
FEI is making the National Federations be responsible.

Dressage horses under the auspices of FEI and USEF are abused through the failures of FEI and USEF
to mandate that judges licensed by FEI and USEF enforce the descriptions contained in the rules of dressage
as so stipulated by FEI and adhered to by USF.
The most egregious violation allowed is the violation of the 'on the bit' frame as stipulated in
FEI Article 401.   This violation is so egregious because it allows the rider to forceably constrain the forehand
muscle structure of the horse.   This results in pain and discomfort [distress] being inflicted upon
the horse in order for the rider to be able to ride the competitive dressage test.  Such sanctioned physical
constraints inhibit the horse from 'correctly' achieving the descriptions of the movements
contained within the rules of dressage.

UPDATE:

Feb 6-8, 2012 AQHA creates the supposed 'first' Animal Welfare Commission.  This is a repeat performance from 2009.    They have publically stated that they will reveal new processes etc. on March 9th & 10th at the annual convention, that will lead to the prevention of abuse of the horses in the competition arena.  Results will not be swift if they appear at all.  Excuses will be made yet all the while the horses will continue to be abused through abusive training techniques and abusive competitions.  AQHA will not be given a third opportunity to make a sham of horse abuse.
